Food Security in India: A Theoretical Approach

Abstract

Food security remains one of the most significant development challenges in India despite substantial progress in agricultural production and economic growth. The concept has evolved from a narrow emphasis on food availability to a broader multidimensional framework encompassing access, utilization, stability, agency, and sustainability. This paper examines food security in India through a theoretical lens by integrating classical and contemporary approaches, including the Malthusian theory of population, Sen’s entitlement approach, sustainable livelihood theory, the capability approach, and food sovereignty. The paper critically analyses the structural, economic, social, environmental, and institutional determinants of food security in India. It argues that food security cannot be understood solely through agricultural production or economic growth but requires a comprehensive understanding of inequalities, governance, environmental sustainability, and human capabilities. The study also evaluates major public policy interventions such as the Public Distribution System (PDS), the National Food Security Act (NFSA), Integrated Child Development Services (ICDS), Mid-Day Meal Scheme (PM POSHAN), and employment guarantee programmes. The paper concludes that achieving sustainable food security requires integrated policies that combine agricultural innovation, social protection, climate resilience, gender equity, and participatory governance.
